To successfully purchase medical equipment that meets the needs of medical organizations, it is necessary to carefully prepare technical specifications. According to subparagraph 2 of paragraph 100 of the order of the Minister of Health of the Republic of Kazakhstan dated June 7, 2023 No. 110, a medical organization must include in the specification parameters that affect the functional purpose of medical equipment, the absence of which leads to the impossibility of using the equipment for its intended purpose.
Health care organizations prepare technical specifications in accordance with the planned services and the level of care provided. Failure to comply with these requirements may result in the delivery of equipment that does not meet the customer's needs.
In accordance with the order of the Minister of Health of the Republic of Kazakhstan dated June 7, 2023 No. 110, the customer is obliged to include in the specification the parameters necessary for the functional purpose of the equipment. Local health authorities and medical organizations providing services within the framework of the guaranteed volume of medical care and compulsory medical insurance must prepare specifications taking into account the services they plan to provide.
The quality of medicines and medical devices is assessed by a state expert organization, which issues a certificate of conformity only if there are no comments and positive results of the assessment of medical equipment.
To avoid equipment downtime, medical organizations undergo the procedure of confirming the need for equipment in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated January 5, 2021 No. KR DSM-1. This procedure includes an expert assessment of optimal technical characteristics and clinical and technical justification.
