In accordance with article 247 of the Code of the Republic of Kazakhstan "On the health of the people and the health care system", the support of domestic production is one of the main directions in the activities of a Single Distributor.
The provisions of the Rules for organizing and conducting the purchase of medicines and medical devices, pharmaceutical services, approved by the decree of the Government of the Republic of Kazakhstan dated October 30, 2009 No. 1729, the procedure for concluding long-term contracts with domestic producers and customers of contract production is provided:
1) a special procedure for purchasing long-term supply contracts from potential suppliers who intend to create and (or) modernize the production of medicines and medical devices;
2) a special procedure for the purchase of long-term supply contracts from potential suppliers who have the production of medicines, medical devices;
3) a special procedure for the purchase of long-term contracts for the supply of original patented medicines from customers of contract production.
A Single distributor enters into a Long-term contract with producers of medicines, medical devices of the Republic of Kazakhstan or customers of contract production on the basis of the protocol of the results of the competition/two-stage tender and with the condition that there are no previously concluded long-term supply contracts for the declared names.
Thus, after signing the contract, the producer receives a ten-year state order (offtake contract), while the producer undertakes to establish manufacturing for the production of medicines and medical devices in accordance with the requirements of good manufacturing practice (GMP) for medicines and the requirements of the international quality management system standard (ISO 13485) for medical devices.
Today, there are 89 Long-term contracts concluded with 35 domestic producers for the supply of 4827 types of medicines and MD (979 medicines and 3848 MD), of which 42 long-term contracts were concluded for medicines and 47 long-term contracts for MD.
