Information about the purchase of medical equipment produced by domestic producers
A Single distributor, in accordance with the Rules for organizing and conducting the purchase of medicines, preventive (immunobiological, diagnostic, disinfecting) medicine, medical devices and medical equipment, pharmaceutical services for providing a guaranteed amount of free medical care and medical care in the system of compulsory social health insurance, approved by the Decree of the Government of the Republic of Kazakhstan dated October 30, 2009 No. 1729 (hereinafter-the Rules), has two tools to support domestic producers – these are preferences in tender procedures and the conclusion of long-term contracts.
To promote the development of domestic industry for production of medical equipment Single distributor signed a long-term supply contracts of medical equipment from domestic producers (for 7 years) on the basis of contest in 2015 with the following domestic producers:
- «Aksel and A» LLP,
- «Aktyubrentgen» JSC,
- «KAZMEDPRIBOR Holding» LLP (from June 01, 2018, to terminate the Long-term supply agreement, from 1 to 83 position of the List of a Single distributor),
- «OralMedRegion» LLP.
Based on the results of concluded long-term contracts, the List of medical equipment to be purchased from a single distributor was determined, approved by Order No. 87 of the Minister of Healthcare and Social Development of the Republic of Kazakhstan dated February 4, 2016, which consists of 99 items of medical equipment.
In 2016, additional agreements to long-term contracts were concluded:
- «KazMedPribor Holding» LLP for a total amount of 304 962 051 KZT in the amount of 517 units;
- «Aktyubrentgen» JSC for a total amount of 267 733 439 KZT in the amount of 12 units;
- «Aksel and A» LLP for a total amount of 79 600 KZT in the amount of 6 units (Express analyzer of glucose, cholesterol and triglycerides concentration in capillary blood, Express Analyzer of Glucose Concentration in capillary blood);
- «OralMedRegion» LLP for a total amount of 64 584 000 in the amount of 13 units.
In 2017, additional agreements to long-term contracts were concluded:
- Aksel and A» LLP for a total amount of 625 800 KZT in the amount of 21 units of medical equipment;
- «Aktyubrentgen» JSC for a total amount of 632 747 456 KZT in the amount of 24 units of medical equipment;
- «OralMedRegion» LLP for a total amount of 4 968 000 KZT in the amount of 1 unit of medical equipment.
In 2018, trilateral supply agreements were concluded within the framework of long-term contracts:
- «Aktyubrentgen» JSC for a total amount of 545 035 421 KZT in the amount of 14 units of medical equipment.
In 2019, the submission of an application for the purchase of ME is carried out in electronic format:
Single distributor in order to reduce the deadline for submission of applications for the purchase of medical equipment on the list from a Single distributor, approved by the Ministry of healthcare and social development of the Republic of Kazakhstan dated 04.02.2016 № 87, the module of electronic submission of the application for purchase of medical equipment, on the platform of the Unified pharmaceutical information system (further – UPIS) is developed.
