A MEETING OF THE WORKING GROUP TO DEVELOP PROPOSALS FOR THE CENTRALIZATION OF PROCUREMENT OF MEDICAL EQUIPMENT WAS HELD

On April 07, 2022, a meeting of the working group was held to develop proposals for the centralization of the medical equipment procurement through the Single Distributor.

During the meeting, the members of the working group discussed the measures taken to switch to the central procurement of medical equipment in the Republic of Kazakhstan.

The Head of State instructed to switch to a centralized procurement of medical equipment based on the Single Distributor, following the example of the procurement of medicines and medical devices. In pursuance of the instruction, it is planned to carry out a centralized procurement of medical equipment on the basis of SK-Pharmacy LLP in two stages. In the future, the Republican Program for equipping medical devices until 2025 will be approved with the definition of funding sources.

All this will ensure transparency in planning the medical equipment procurement, increase the level of equipment with the necessary medical technology, and reduce its cost by consolidating procurement and unifying technical specifications. The quality of after-sales service and personnel training will also improve, and the share of domestic producers in the medical equipment market will increase.

The first issue on the agenda of the meeting was the procedure for filing applications for the centralized medical equipment procurement through the Unified Pharmaceutical Information System (UPIS). A presentation was made for the public health departments of the regions and the cities of Nur-Sultan, Almaty, Shymkent of the developed module for collecting applications as part of the centralized procurement of medical equipment from medical organizations. The module was developed in-house by the Single Distributor.

The second issue on the agenda was the procedure for the analysis by the state expert organization of the technical specifications of customers as part of the centralized procurement of medical equipment. On this issue, a report was made by the Deputy General Director for Medical Devices of the Republican State Enterprise on the RSE on PVC NCEMP and MD of the Ministry of Health of the Republic of Kazakhstan Voynovan D.A.

Members of the working group also discussed the issue of preparing regional programs for ME equipping for the next five years. These programs will be based on an analysis of the current state of equipping medical organizations with medical equipment in the regions (taking into account the level of equipment, depreciation, analysis of the equipment of medical organizations in previous years), the minimum equipment standards will be taken as the basis for determining the need, as well as the need, taking into account strategic development plans for medical organizations.

Based on the results of the preparation of regional equipment programs, a Republican program for equipping medical techology for 5 years will be formed, which will allow for further substantive study of issues of localization of production with foreign and domestic manufacturers of medical equipment.

As a result of this work, an advisory list of equipment for localization in Kazakhstan will be formed, which will be worked out in detail by the medical and expert community, with regional health departments and medical organizations.
