A MEETING WAS HELD WITH DEPUTIES OF THE MAJILIS OF THE PARLIAMENT OF THE REPUBLIC OF KAZAKHSTAN

On February 21, the meeting of the Single Distributor with the Deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan in Nur-Sultan took place as part of working meetings with the population.

The meeting was attended by deputies - Larisa Pavlovets, Jamilya Nurmanbetova and Chingiskhan Kazhakhmetov.

During the meeting, the Majilis members were informed about the centralized procurement system in Kazakhstan and the role of the Single Distributor in the medicine supply system. The Single Distribution System helps to prevent shortages of medicines, plan and distribute them according to the needs that arise in the regions, as well as equalize prices, covering a larger number of patients.

At the meeting, issues of interaction between the Single Distributor and medical organizations in terms of medicine provision within the framework of the state volume of free medical care (SVFMC) and medical care in the system of compulsory social health insurance (SCSHI) were discussed.

The participants of the meeting also raised the issues of timely medicine supply, digitalization of the healthcare system, the need to introduce personalized accounting for medicines and medical supplies at the level of medical organizations, as well as reengineering of business processes for medicine supply in order to form a patient-oriented healthcare system in the context of the "hearing State" concept.

The timeliness and continuity of medicine supply is an important issue for health systems around the world and is of particular concern in the context of exceptional situations that lead to a significant increase in demand for certain medicines in the experience of the COVID-19 pandemic. An important role here is played by the issue of correct planning of medicines and MD at the level of medical organizations.

As part of the Reboot program for the activities of the Single Distributor, the introduction of a new patient-oriented planning model was initiated. To date, the Ministry of Health is conducting a pilot on the developed draft Rules and Methods for Forming the Need for Medicines and Medical Devices within the framework of the SVFMC and in the SCSHI system with the direct participation of employees of the SK-Pharmacy.

Участники встречи подчеркнули важность подобных встреч для оперативного решения возникающих вопросов. В свою очередь, депутаты Мажилиса Парламента РК отнеслись с пониманием к указанным проблемам, поддержали инициативы Единого дистрибьютора по совершенствованию системы лекарственного обеспечения, акцентировали внимание на важности своевременности поставок препаратов, а также выразили готовность и в дальнейшем к активному взаимодействию.

In addition, in order to prevent interruptions in the country's medicine supply, an irreducible stock of up to 25% of the total number of procured medicines and medical devices for socially important diseases has been formed at the expense of the Single Distributor's own funds. Which, in turn, will allow - uninterrupted medicine supply, mitigation of the risks of incorrect planning, prompt response to the needs of medical supply in case of emergency.

The participants of the meeting stressed the importance of such meetings for prompt resolution of emerging issues. In turn, the deputies of the Majilis of the Republic of Kazakhstan Parliament treated these problems with understanding, and also supported the initiatives of the Single Distributor to improve the system of medicine supply, focused on the importance of timely medicines supply, and expressed their readiness to further active interaction.
