A MEETING WAS HELD WITH THE DEPUTIES OF THE SENATE OF THE PARLIAMENT OF THE RK

Today, at the site of the Unified Distributor, a meeting was held with deputies of the Senate of the Parliament of the Republic of Kazakhstan. The meeting was also attended by the Vice Minister of Health of the Republic of Kazakhstan Zhandos Burkitbaev, representatives of the Social Health Insurance Fund, the National Center for Expertise of Medicines and Medical Devices, as well as the industry association “Medical Industry of Kazakhstan”.

The first welcoming speech was made by the Chairman of the Committee on Socio-Cultural Development and Science Nurtore Zhusip, who noted the importance of the development of the pharmaceutical industry in Kazakhstan - a strategic sector, for the health of the nation and the economic growth of the country.

The participants were also greeted by the head of the Unified Distributor, Erkhat Iskaliev, telling the guests that the main goal is to provide the population with affordable and high-quality medicines. The Unified Distributor carries out comprehensive work on the introduction of innovative technologies, attracting investments and localizing the production of global players on the basis of Kazakh enterprises.

Continuing the topic of the activities of the Unified Distributor, the participants were given a presentation. The senators were told about the role of unified distribution in the healthcare system, which includes equal uninterrupted provision and advance purchase of medicines for the population within the framework of the Statewide Free Medical Care and Compulsory Medical Insurance, medical equipment, as well as support for domestic manufacturers.

Guests were also introduced to the methods of procurement of the Unified Distributor - through long-term contracts, direct contracts, international organizations and a two-stage tender on the procurement web portal. Since 2010, there has been an 11-fold increase in purchases through the Unified Distributor, and a 2.2-fold increase in the number of items.

A separate topic was government support measures, which in the pharmaceutical industry are presented in the form of long-term contracts. Over the past 15 years, there has been a systematic increase in the share of Kazakhstani drugs in the procurement of the Unified Distributor, most of which are purchased through long-term contracts.

The topic of attracting investment was not left unattended. The Unified Distributor constantly works with global industry players on production and technology transfer projects. A breakthrough result was the conclusion of long-term agreements with pharmaceutical giants Pfizer and Roche for the contract production of original innovative drugs in the Republic of Kazakhstan. Cooperation agreements have also been signed with AstraZeneca UK Limited, Novo Nordisk, Bayer and Johnson & Johnson.

Similar work is being carried out with large vendors of medical equipment. Thanks to strategic work, production has been established in the country with a number of Chinese and South Korean vendors. Signing with such large companies as General Electric, Canon and Philips is planned.

The final speech of the presentation was devoted to the Model of Effective Medicine, the main indicators of which are a decrease in mortality and an increase in life expectancy. The model consists of three areas - providing a pool of qualified medical personnel, equipping medical organizations with modern equipment and innovative medicines.

Another report was presented on the topic of safety, effectiveness and quality of medicines. Deputies were told about such a tool as a yellow card, which is filled out by patients when an undesirable reaction or ineffectiveness of medications and medical devices in treating a disease is detected.

The Unified Distributor prioritizes the quality and safety of medicines supplied to Kazakh medical institutions by increasing requirements for suppliers, including using feedback tools such as “yellow cards”.

After completing the report on the activities of the Unified Distributor, the participants began a discussion on the state and prospects for the development of the pharmaceutical industry in Kazakhstan. It is known that the Head of State instructed to increase the share of purchases from domestic manufacturers to 50% by 2025.

Achieving this goal is advisable through the creation of R&D centers, a logistics pharmaceutical hub, full-cycle production conditions with an emphasis on the production of original drugs, a strategy with BigPharma and global medical equipment vendors and export promotion, including consulting, service support, acceleration and an educational program.

It is worth noting that the senators also visited the capital warehouse of the Unified Distributor and got acquainted with the process of warehousing and shipping of medicines and medical products. The deputies were told about the measures taken to improve logistics - the transition to a new delivery algorithm, the format was changed from static to dynamic. Distances for transporting medicines were reduced significantly, efficiency and timeliness of deliveries were increased.

Summing up the meeting, the parties expressed gratitude for the constructive dialogue. Through joint efforts, it is possible to create favorable conditions for attracting investment and developing infrastructure, which will help increase the competitiveness of Kazakhstani products on the world market.
