A WORKING TRIP TO THE CITY OF KARAGANDA TOOK PLACE

On August 4, 2022, as part of a working trip to the city of Karaganda, meetings were held with the akims of the Karaganda region Zhenis Kasymbek and the city of Karaganda Ermaganbet Bulekpaev. The parties discussed a number of health issues.

There was also a meeting with the leadership of the Regional Clinical Hospital of the Karaganda region, where the issues of the medical information system for managing the fleet of medical equipment and accounting for medicines were discussed.

During the meeting, the issue of experience in the implementation of the Public-Private Partnership (PPP) was raised. It should be noted that in the city of Karaganda today there are 12 PPP facilities, such as a CT / MRI room, a center for radiation diagnostics. This model was taken as a basis for the replicated Atameken project called "Opening CT and MRI rooms on the basis of polyclinics and outpatient clinics."

PPP has established itself as a successful tool for interaction between business and the state. A lot of work is being done in our country for the qualitative growth and development of the PPP mechanism.

It should be recalled that at a meeting with business representatives on January 21, 2022, the President of the country, Kassym-Jomart Tokayev, noted that the restart of PPP should become an important direction for attracting investments to the country and stressed that obligations, guarantees, risks and income should be balancedly distributed between the initiators and the state.

PPP is a mutually beneficial cooperation between state bodies and entrepreneurs in industries that traditionally fall under the responsibility of the state on the terms of a balanced distribution of risks, benefits and costs, rights and obligations defined in the relevant agreements.

Thus, PPP attracts investments, reduces the burden on the budget and expands the models of interaction between the state and business, forming and strengthening long-term cooperation between the state and the private sector by pooling resources to increase the level of accessibility and quality of public goods and services.

In addition, the issue of financing for the medical equipment procurement was discussed, as well as the issue of preparing a regional program for medical equipping for the next 5 years.
