CREATION OF A PHARMACUTICAL CLUSTER AND LOCALIZATION OF MEDICAL EQUIPMENT PRODUCTION WAS DISCUSSED IN AKTOBE

On November 29, a working trip took place in the city of Aktobe to study the creation of a medical and pharmaceutical cluster and localize the medical equipment production in the region as part of a 5-year equipment program.

During the working trip, representatives of the Single Distributor met with Akim of the Aktobe region Yeraly Tugzhanov and discussed the creation of a medical and pharmaceutical cluster in the region, where state support tools were presented. Chairman of the Board Yerkhat Iskaliyev noted that key importance is attached to the production of innovative products and the development of the cluster initiative and outlined the attractiveness of the city due to the concentration of production sites and leading medical universities.

The meeting was also attended by representatives of the West Kazakhstan Medical University named after M. Ospanov, Aktobe Regional University named after K. Zhubanov, “Aktobe” Socio-Entrepreneurial Corporation, Aktobe Medical Center and the Health Department of Aktobe Region.

The agenda included the creation of a coordinating council, a program of preclinical and clinical studies, a program for adapting educational standards of universities, as well as identifying partners in the field of science, technological requirements for infrastructure, the need for human resources and mechanisms for implementing R&D results.

Also, a visit to the production site of Aktyubrentgen JSC was organized to inspect the production site, get acquainted with the range of medical equipment produced and discuss the possibility of localization.

It should be recalled that under the long-term contract for the supply of medical equipment concluded between the Single Distributor and Aktyubrentgen JSC in 2015, the amount of procured equipment is increasing every year. The volume of procurement has more than doubled in the current year.

As part of the preparation of the cluster creation project, Aktyubrentgen JSC concluded agreements on joint scientific activities with Aktobe Regional University named after Zhubanov, West Kazakhstan Medical University named after M.Ospanov and Aktobe College.

During the dialogue between the parties, the creation of a working group was initiated from among the representatives of government agencies, Aktobe higher educational institutions and the Single Distributor. The immediate main goal is the development of the Roadmap for the implementation of the project.

The Head of State emphasized the importance of developing the domestic pharmaceutical industry, stating that the country expects to increase the share of its own pharmaceutical production in the country to 50% by 2025.

In order to implement this order, the Government approved the Healthy Nation Quality and affordable healthcare for every citizen National project, in which, according to the 3rd direction, tasks were set to increase the scientific and human potential for the pharmaceutical industry and the development of domestic production of medicines and medical devices.

Also, a transition was made to the centralization of the medical equipment procurement on the basis of the Single Distributor in order to implement the instructions of the President of the country.

The issues of localization / contract manufacturing with major global manufacturers are being actively worked out. Now at various stages of the process, negotiations are underway with 7 pharmaceutical companies BIGPHARMA on 13 investment projects for contract manufacturing (Hoffmann-La Roche (Switzerland), Novo Nordisk (Denmark), AstraZeneca (UK), Sandoz (Switzerland), TAKEDA (Japan) PFIZER, ATABAY Pharmaceuticals and Fine Chemicals).

Companies such as Canon, Philips, General Electric, Samsung Medison, Mindray, Sinovision, Ibis and others expressed their interest in localizing the production of medical equipment.

The development of the medical and pharmaceutical industry is one of the main directions. Thus, according to the order of the Ministry of Health of the Republic of Kazakhstan, medical and pharmaceutical clusters for the development of innovative medicines and medical devices will also be created in Astana and Shymkent. Each cluster has its own specifics. The Shymkent cluster is aimed at the production of medicines, the Aktobe cluster zone is aimed at the production of medical equipment, and the capital cluster will be focused on the intellectual support of the pharmaceutical industry.

Cluster zones in the above cities were chosen due to the presence in these regions of large medical and technical universities, production sites and clinical bases that provide high-tech medical care to the population.

The cluster is being formed in order to increase the competitiveness of the domestic production of the pharmaceutical and medical industries, as well as the introduction of innovative technologies through the expansion of cooperation.

The task of medical and pharmaceutical clusters is to conduct scientific research aimed at creating import-substituting medicines, including by using the potential of long-term contracts, conducting preclinical and clinical trials.

At the end of the meeting, the parties noted that government bodies, science and business should work together on the tasks set and develop at the same time. Akim of Aktobe region, in turn, noted that the initiative at the regional level will be fully supported.

The creation of the medical and pharmaceutical cluster and the localization of the medical equipment production in the Aktobe region will give a new impetus to the development of investment partnerships in the field of medicine and pharmaceuticals. In addition, joint work opens up broad prospects for both the healthcare system and business.
