EXTERNAL ANALYSIS OF CORRUPTION RISKS – JOINT EVENT ANTICOR AND SK-PHARMACY

SK-Pharmacy pays special attention to the issues of preventing corruption, adhering to the principle of openness and transparency. A set of all modern and necessary measures is provided to prevent corruption, develop an anti-corruption worldview and increase the legal consciousness of employees.

Previously, the company’s activities had already carried out an external analysis of corruption risks. Thus, in July 2020, at the initiative of SK-Pharmacy, together with the Anti-Corruption Agency, an external analysis was carried out.

As a result, 77 recommendations were developed and an Action Plan was developed, which was fully implemented by SK-Pharmacy. A number of proposals have been sent to the Ministry of Health for adoption of appropriate changes at the government level..

External analysis of corruption risks is a preventive tool in combating corruption and is aimed at studying problematic issues and developing effective measures to improve them and confirms the company’s high focus on developing modern effective measures to prevent corruption.

SK-Pharmacy works closely with the Anti-Corruption Service, helping to prevent corruption, and also carries out work on its prevention on an ongoing basis. Together with the Anti-Corruption Agency, work has been organized in key areas.

Continuing cooperation in order to develop modern approaches to improve the medical care system and provision of medical equipment, another external analysis was initiated.

Thus, on October 2 of this year, a joint order was signed between the Anti-Corruption Agency and SK-Pharmacia LLP to conduct an external analysis of corruption risks in the company’s activities.

Conducted external analysis of corruption risks is a joint event of the Anti-Corruption Agency of the Republic of Kazakhstan and SK-Pharmacy LLP, during which recommendations are developed to improve anti-corruption measures.

 

External analysis of corruption risks will be carried out throughout the healthcare system of the Republic of Kazakhstan. Thus, the issues of construction and repair of hospitals and clinics, the wage fund for workers of medical institutions, as well as the procurement of medical products.

To increase the transparency of the company's work, SK-Pharmacy implemented the Business Reboot Program. As part of the implementation of the Reboot Program, SK-Pharmacy updated the regulatory framework and improved a number of business processes.

  • procurement in electronic format is fully automated on a specially developed platform of the Center for Electronic Finance of the Ministry of Finance of the Republic of Kazakhstan. All announcements and protocols of the results of tender procedures are freely accessible to everyone on the web portal for the procurement of medicines and medical devices;
  • to create a Unified Classifier of Medicines, a memorandum was concluded with the official representative of 1C in Kazakhstan to ensure the consolidation of balances in medical organizations (hospitals) based on information from the accounting systems of medical institutions;
  • a new patient-oriented planning model is proposed. To date, with the direct participation of the company, a draft Rules and methodology for generating the need for medicines within the framework of free provision have already been developed;
  • A Memorandum was concluded between SK-Pharmacia and Kazakhtelecom JSC to conduct a pilot project on labeling and traceability of medicines. Digitalization of the procedure for monitoring the remains of medicines and medical devices will optimize the supply cycle and ensure the accuracy of accounting and planning of medicines.

A separate area of minimizing corruption risks was the purchase of medical equipment. In accordance with the instructions of the President given at the extended meeting of the Government on 02/08/2022, the vector was set for the transition to the centralized purchase of medical equipment based on SK-Pharmacy. Centralization of the purchase of medical equipment is carried out in two stages.

“It is necessary to radically review the system of procurement of medical equipment - this is also a big problem. Because this area is highly corruptible.

Regions systematically inflate estimates and prices for equipment.

Huge amounts of money are spent on its maintenance.

Therefore, I instruct the government to switch to centralized procurement of medical equipment on the basis of SK-Pharmacia LLP.

To transition to centralization of the procurement of medical equipment, extensive measures were taken to improve and improve business processes and the procurement system as a whole, aimed at transparency, anti-corruption and increasing the level of procurement functioning.

On July 21, 2022, at the site of the Anti-Corruption Service, at the initiative of SK-Pharmacy, measures taken to switch to centralized procurement of medical equipment were presented.

Centralized procurement procedures started in August 2022. As a result of the auction, the total savings amounted to about 6 billion tenge, which is an average of 14% (for individual lots the savings amounted to 81%).

The duration of the automatic auction ranged from 2.5 to 14 hours.

At the same time, SK-Pharmacy has implemented an internal anti-corruption management system. An anti-corruption policy and a code of business ethics have been developed, the position of a compliance officer has been introduced, and an internal analysis of corruption risks is carried out on an ongoing basis.

SK-Pharmacy has passed management system certification anti-bribery compliance

international standard ISO 37001:2016, becoming the first organization to receive this certificate among all subordinate organizations of the Ministry of Health of the Republic of Kazakhstan.

In order to implement the Presidential Decree on the approval of the country's anti-corruption policy for 2022-2026, SK-Pharmacy has undergone certification of its anti-bribery management system for compliance with the requirements of the international standard ISO 37001:2016.

The anti-corruption management system is an effective anti-corruption mechanism that is used in all developed countries. This is an innovation in Kazakhstan.

SK-Pharmacy takes an active interest in interacting with the Anti-Corruption Service to implement modern corruption prevention measures aimed at maintaining the principle of integrity, compliance with anti-corruption legislation, and compliance with legal, ethical and professional standards.

SK-Pharmacy is open to proposals and cooperation to carry out joint systematic work with the participation of all involved and interested parties, aimed at improving the anti-corruption system.
