Issues of drug provision in the Republic of Kazakhstan are the focus of the country's state policy and are reflected in many government documents, such as the Presidential Address, state development programs, Government Resolutions, etc.
The creation of the “Single Distributor” is clear evidence that the state is paying increased attention to the issues of drug supply to the population at the country level.
The single distributor in this system is one of the important links, whose role is in the purchase and delivery of medicines within the framework of the guaranteed volume of medical care and in the compulsory medical insurance system. It is important to remember that all purchases are carried out strictly according to the list and prices approved by the Ministry of Health, as well as applications received by the Single Distributor from medical organizations and the Social Health Insurance Fund.
In this publication, we propose to dwell in more detail on the diseases themselves that affect citizens, for the treatment of which free outpatient drug provision is provided.
Firstly, the list of medicines and medical products for free and preferential outpatient provision of certain categories of citizens of Kazakhstan with certain diseases was approved by order of the Minister of Health of the Republic of Kazakhstan dated August 5, 2021 No. KR DSM - 75.
For example, this list includes diseases such as coronary heart disease, chronic heart failure, bronchial asthma, systemic lupus erythematosus, cerebral palsy, epilepsy, diabetes mellitus, etc.
Medicines for the above diseases are covered by the State Fund for Medical Care.
Free drugs for the treatment of illness or rehabilitation are provided under certain conditions.
Let's take an example of coronary heart disease.
In this case, free medications are provided for adults undergoing dynamic observation after coronary stenting, coronary artery bypass grafting or myocardial infarction. At the same time, specific drugs for this category have been approved: clopidogrel, acetylsalicylic acid, ticagrelor, bisoprolol, amlodipine, etc.
And if we consider diseases of the tonsils and adenoids, then in this situation only children are subject to drug provision. Please note that medications for this category are covered by the compulsory medical insurance system.
