On November 21, an online meeting was held on the site of the Single Distributor on the issues of maintaining medical equipment. Representatives of the Service Association Sapaly Med Qyzmet, KARL STORZ Endoscopy Kasachstan, General Electric, B. Braun Medical Kazakhstan, Ordamed, Medical Marketing Group, KazMedEngineering took part in the discussion.
Yerkhat Iskaliyev, Chairman of the Board of the Single Distributor, made a welcoming speech, noting the importance of not only providing medical equipment to healthcare organizations but also its proper operation during the entire period of operation.
The participants exchanged views on the state of the medical equipment maintenance market in Kazakhstan and voiced proposals for its improvement.
Taking into account the President's instructions on the centralization of the medical equipment procurement on the basis of SK-Pharmacy LLP, ensuring the uninterrupted operability of the delivered equipment is of no small importance.
SK-Pharmacy carries out systematic work aimed at taking measures to reduce budget expenditures and minimize downtime of equipment due to its malfunction, as well as improving service support for medical equipment.
At the first stage of the centralization of procurement, as part of the amendments to the regulatory legal acts regulating the organization of the medical equipment procurement, relevant requirements were introduced into standard forms for the medical equipment procurement on training not only medical but also technical personnel of healthcare organizations with the issuance of an appropriate certificate. This change will allow the basic maintenance of the supplied equipment to be carried out directly by specialists of medical organizations, which will allow saving budget funds to a certain extent.
At the second stage of centralization of the medical equipment procurement, it is planned, together with domestic and foreign manufacturers of medical equipment, to develop mechanisms for localization / contract manufacturing, develop mechanisms for long-term contracts, introduce into the practice of procuring mechanisms for life cycle contracts, procurement of medical equipment for complex equipment in priority areas on a turnkey basis , as well as the creation of service, training centers, warehouses for spare parts and consumables.
During the discussion, the need to approve such mandatory requirements as a clear definition of criteria and requirements for service companies providing services in medical organizations was considered. The participants noted the importance of having the appropriate competencies for the service departments to carry out the declared types of work, which implies appropriate training of personnel, the availability of up-to-date technical and operational documentation of the manufacturer, the use of original spare parts and consumables.
In addition, representatives of the Association of Service Services proposed to tighten control over compliance with the requirements of the Order on the ground by the relevant authorities, to take mandatory measures against those who violated the norms of the current order, both customers and performers. This is due to the fact that the admission of unauthorized service companies or other persons to the service of medical equipment often violates existing norms, as a result of which large material damage is caused to state property, harm to patients and there is a great corruption risk.
At the end of the meeting, Chairman of the Board Yerkhat Iskaliyev thanked all the participants for their active participation and the voiced specific proposals for improving the service of medical equipment, which plays a key role in making management decisions. He noted that special attention is paid to the comprehensive service maintenance of medical equipment. This will significantly increase the volume and quality of medical services provided to the population and reduce the costs of their provision through the effective use of medical equipment by healthcare organizations.
The participants, in their turn, are confident that the amendments submitted for consideration will make it possible to carry out the procurement of service maintenance services as transparently as possible. As a result, there will be clear requirements for the activities of service departments, rules and requirements for suppliers will be introduced, which will increase the level of medical support within the framework of the GVFMC and SCSHI. In addition to the proposals voiced, the importance of observing the existing Rules for the implementation of service maintenance of medical equipment was noted.
In addition, the parties agreed to hold these discussions on the final development of proposals for amending the existing regulatory legal acts.
