LABELING AND TRACEABILITY OF MEDICINES: STAGED IMPLEMENTATION OF THE PROJECT

On February 14, a meeting was held at the site of the Single Distributor SK-Pharmacy with representatives of the Digital Economy Development Center LLP, the project office for digital marking of the single operator Kazakhtelecom JSC represented by General Director Bikesh Kurmangalieva, Managing Director Almat Ismailov, Technical Director Marzhan Akhmetova, director of IS operation and user support Alena Rebrikova, product group project manager Zhanna Ospanova and business analyst Arailym Sharipova.

The topic of the meeting was the consideration of the phased implementation of the project on an automated system for monitoring the movement of medicines from the manufacturer to the end user using labeling and identification of packages.

The head of state has repeatedly noted the importance of digitalization of the healthcare system. In modern realities, it is impossible to talk about the effectiveness of medicine without the transformation of all business processes in the industry.

The main problem of digitalization of drug supply is the lack of accurate information on the balances and traceability of drugs in medical organizations. Currently, medical organizations compile reports on balances by manually entering the current consumption of medicines, which does not ensure the relevance and quality of information.

Labeling of medicines is an essential tool for controlling the turnover and is an important step towards automation and traceability of medicines.

The introduction of mandatory labeling greatly simplifies the consolidation of information on drug residues, its traceability, and also provides piece-by-piece accounting for individual packaging from the manufacturer to the patient.

The main objectives of the implementation are to reduce the shadow market, prevent re-circulation and counterfeiting of medicines, create conditions for honest business, improve the quality of manufactured and imported products, and increase the collection of revenues to the budget in the form of taxes and duties.

During the meeting, representatives of the Center for the Development of the Digital Economy, taking into account the specifics of the activities of SK-Pharmacy, demonstrated the improvements made in the drug labeling system. Positive changes in the system have been made in the area of maintaining the functionality of the power of attorney using the example of the leased warehouses of SK-Pharmacy, namely, improving the procedures for accepting, moving, shipping medicines in the warehouses of the Single Distributor.

The changes will allow SK-Pharmacy to log in to the system on its own. In addition, the lists of roles for the warehouses of the Single Distributor are defined. Also, it is possible to maintain geographically distributed divisions for warehouses and create an act of acceptance and transfer at the level of warehouses, distribution by medical organizations.

SK-Pharmacy, in turn, takes an active interest in finding opportunities to introduce an automated drug supply system, adapted in its functionality for the sale of free prescription medicines within the framework of the guaranteed volume of free medical care and in the compulsory health insurance system.

Chairman of the Board Erkhat Iskaliyev noted that the systems for tracking medicines and medical devices contribute to a more rational use of medicines. Digitalization in the healthcare system provides cost reduction, improved quality and efficiency of medical services.

During the meeting, an agreement was reached to continue cooperation in improving the marking and traceability system, ensuring operational interaction and information exchange and providing information support.
