SK-PHARMACY AND PHILIPS DISCUSSED PROSPECTS FOR LOCALIZATION OF MEDICAL EQUIPMENT PRODUCTION IN KAZAKHSTAN

On September 15, 2022, on the basis of the Single Distributor SK-Pharmacy, a meeting was held with representatives of the world's leading manufacturer of medical equipment Philips, where plans for cooperation in the field of localization of the medical equipment production in Kazakhstan were discussed.

The Philips meeting was attended by Director of Healthcare Business Development in Central Asia and the Caucasus and Mongolia Artem Padeysky, Head of Philips Representative Office in the Republic of Kazakhstan Alexander Madrakhimov, Philips Key Account Manager, Russia and Central Asia Zhanetdin Shutanov, as well as representatives of Kazakh Invest JSC, economic officer of the GoK in the Netherlands – a foreign representative Sarybayeva Ulbosyn and project manager Zhumabayev Almat.

The subject of discussion was the issues of localization, contract manufacturing of medical equipment in Kazakhstan using the mechanisms of long-term contracts and life cycle contracts. The parties also discussed the issues of medical equipping, equipment planning, financing, efficient use of medical equipment, the regulatory framework for procurement under life cycle contracts, improving service maintenance and repair.

It should be recalled that the Head of State instructed to switch to a centralized procurement of medical equipment on the basis of the Single Distributor, following the example of the procurement of medicines and medical devices. In pursuance of the order, it is planned to carry out a centralized procurement of medical equipment in two stages. In the future, the Republican Program for medical equipping for the next five years will be approved with the definition of funding sources. The President also noted the importance of cooperation with global manufacturers of medicines and medical devices, attracting investors, ensuring technology transfer and the latest developments.

In pursuance of these instructions, the SK-Pharmacy Single Distributor has begun work with global manufacturers of medical equipment to develop mechanisms for centralization, including on the basis of localization of production.

Speaking about the role of production localization, it should be noted that entering a new stage of integration will be a transition to a new industry model. And the tasks of increasing the level of localization of production play one of the key roles in this regard.

Single Distributor is conducting a substantive study of the issues of localization of the production of medical equipment in the Republic of Kazakhstan using the mechanisms of long-term contracts, off-take contracts, leasing mechanisms and life cycle contracts.

Following the meeting, the parties mutually expressed their opinion on the need to consolidate joint efforts for the purpose of mutually beneficial cooperation. The parties expressed confidence that today's dialogue will definitely continue and bring positive results.
