On November 10, 2022, as part of the study of issues of centralization of the medical equipment procurement, representatives of SK-Pharmacy LLP paid a working visit to the Medical Center Hospital of the President's Affairs Administration of the Republic of Kazakhstan.
Thus, during the visit, it was possible to get acquainted with the pharmacy management used, which allows keeping records of medicines and medical devices, as well as the existing practice of equipping and managing the medical equipment fleet at the Medical Center Hospital of the President's Affairs Administration of the Republic of Kazakhstan (MCHPAA).
The pharmacy service has a high degree of responsibility. For one of the hospital's busiest divisions, technical solutions ranging from electronic tablet counting devices to fully computerized storage and labeling solutions have played a defining role in the operation of the MCHPAA.
The Hospital uses the Infomed medical information system. A convenient and structured service allows us to automate various aspects of the activities of the MCHPAA. This is a remote archive for storing electronic prescriptions, medical images, as well as documents and information about patients being studied, with the ability to quickly search and view saved studies in real time.
In addition, the system has a Pharmacy module, which directly records number of medicines.
The parties exchanged views on the systemic measures taken to improve drug supply, in particular the issues of timely procurement and delivery, monitoring the availability of medicines in warehouses and the balance in medical organizations.
At the same time, topical issues of medical equipping, the efficiency of its use, training of specialists (medical and technical personnel of healthcare organizations), improving service maintenance and repair were voiced.
It should be recalled that the President of the country instructed to switch to a centralized procurement of medical equipment on the basis of the Single Distributor following the example of the procurement of medicines and medical devices.
Chairman of the Board of SK-Pharmacy Yerkhat Iskaliyev spoke about the measures taken to switch to the central procurement of medical equipment in the Republic of Kazakhstan. Procurement centralization is planned to be carried out in two stages. In the future, the Program for medical equipping in priority areas until 2025 will be approved with the identification of funding sources.
He noted that for high-quality treatment of patients, it is necessary to equip medical institutions with modern diagnostic and treatment-and-prophylactic equipment through the effective functioning of the medical equipment market and the availability of a list of diligent suppliers.
Particular attention is paid to the comprehensive maintenance of medical equipment and ongoing training of medical personnel. This will significantly increase the volume and quality of medical services provided to the population and reduce the costs of their provision through the effective use of medical equipment by healthcare organizations.
Currently, a substantive study of the issues of localization of production is being carried out with foreign and domestic manufacturers of medical equipment. Based on the results of this work, an appropriate list of equipment for localization in Kazakhstan will be formed, which will be worked out in detail with the medical and expert community, regional health departments and medical organizations.
At the end of the meeting, general approaches to improving the uninterrupted supply of essential medicines and the procurement of necessary medical equipment, the introduction of new technologies and improving the quality of service were discussed. In addition, issues of interaction in clinical trials are being considered, a meeting is planned to study the localization of medical equipment with representatives of Bigpharma and global vendors.
