Medicines are delivered to hospitals on a regular basis, as well as to medical organizations for outpatient medicine provision of the population.
In addition, for the uninterrupted supply of medicines, medical organizations daily send additional requests for procurement and early shipment, which are processed promptly. Shipment of medicines is carried out ahead of schedule, at the request of medical organizations.
The Single Distributor makes every possible effort to provide medical facilities with medicines in time and in the required volume. The issue of immediate ensuring the availability of medicines for the population is under the special control of the Government of the Republic of Kazakhstan.
COPING STRATEGY AND STOCKPILING FOR COVID-19 TREATMENT
Taking into account the increasing number of cases of the disease with a new strain of COVID-19, the Single Distributor constantly monitors the availability of medicines in warehouses and the balance in medical organizations. On a weekly basis, information is provided to the Ministry of Health of the Republic of Kazakhstan.
As part of the fight against coronavirus infection, the Single Distributor ships medicines to the country's medical organizations on a priority basis.
In order to prevent the spread of coronavirus infection, the Single Distributor has taken a number of the following measures to create stocks of medicines in the warehouses of the Single Distributor for timely and prompt shipment to the medical organization.
First: a monthly supply of medicines for the treatment of CVI in medical organizations has been provided, this amounts to 91 items. In 2020, it was shipped to medical organizations in the amount of 23.6 billion tenge. Since the beginning of 2021, it has been shipped to medical organizations in the amount of 25.5 billion tenge. The balance in medical organizations at the beginning of the year is 9.1 billion tenge.
Second: A 2-month replenishment stock of medicines was provided at the HUBs of the Single Distributor for 38 positions of medicines for the Covid-19 treatment in the amount of 2.31 billion tenge. The volume of these positions will allow covering 60,000 patients per month with treatment.
Third: The list of outpatient medicine provision has been expanded by 5 items (antipyretic medicines Paracetamol and Ibuprofen, anticoagulants Rivaroxaban, Apixaban and Dabigatran). In 2021, it was delivered to medical organizations in the amount of 2.92 billion tenge. Coverage of 1 million patients (disbursed 2.4 billion tenge).
Fourth: As part of the intervention in the retail network, a 2-month supply of 26 medicines was formed in the amount of 1.8 billion tenge and 10 million masks were procured (including 500 thousand children's masks in the amount of 0.4 billion tenge). The masks are intended for sale through retail pharmacies in case of urgent need in the regions. This stock is stored at the hubs of the Single Distributor.
Fifth: Within the framework of humanitarian assistance, stockpiles of PPE in the amount of 400,000 disposable suits have been created. 200 thousand of them are distributed among the regions, 200 thousand are stored at the HUBs of the Single Distributor. The need for PPE and CVI medicines in each region depends on the outbreak of the disease, in connection with which stocks have been created at the Hubs of the Single Distributor for prompt delivery.
Sixth: A stock of disposable medical gloves has been formed as part of the signed memorandum with the Chevron company to provide humanitarian assistance in the amount of 10 million pairs at the hubs of the Single Distributor.
Seventh: With the start of voluntary vaccination of the population against coronavirus infection, the necessary stock of disposable self-disable syringes is being formed. Thus, 27.6 million syringes were procured to cover the vaccination of the population, taking into account the introduction of I and II components of the vaccine.
The created stocks of medicines for the treatment of COVID-19 are stored in 4 large hubs of the Single Distributor in the cities of Nur-Sultan, Almaty, Aktobe and Shymkent. The distribution of medicines from hubs to regions is carried out according to the cross-docking principle.
The list of medicines included in the protocol for the diagnosis and treatment of CVI is approved by the Ministry of Health of the Republic of Kazakhstan. The Joint Commission for the Quality of Medical Services (JCQ) of the MHRK develops recommendations for improving clinical protocols and medicine provision.
PROVISION WITH MEDICINES FOR 2022
At the same time, in accordance with the schedules, the medicines shipment to medical organizations has begun to provide patients under the guaranteed volume of free medical care and in the compulsory medical insurance system for 2022.
The Single Distributor annually procures and concludes contracts for the supply of medicines in advance, and also medicines for the next year are procured this year. Thus, the provision of medicines to the country occurs in advance.
One of the important conditions for the procurement of medicines is the delivery schedule and the need for the medicine availability in the warehouses of the Single Distributor in December, shipment to polyclinics and hospitals will begin in January.
The Single Distributor provides uninterrupted supply of medicines in the regular mode to all medical organizations in the country, taking into account the current epidemiological situation and the state of emergency introduced in the country.
Timeliness and uninterrupted supply of medicines within the framework of free and insurance medical care is the main strategic task of the Single Distributor.
